HKC Budget Art Fair 2013 is organized by Concrete Wall Creation Ltd. Since its establishment in Hong Kong in 1996, the company has been involved with marketing and managing various art related productions.

The objective of the art fair is to exhibit art works that could be accessible to the wide audience, allowing collectors to be able to appreciate art in an affordable manner.
